Aims of the two systems

Town Reference Plan

The TRP terms of reference are currently contained in an unpublished document, which introduces the concept of ‘Rehabilitation of Cultural Heritage in Historic Towns’ to be adopted locally, defining an ensemble of strategic interventions, and it acts as a guide for public and private investment. The context of the project has also been set out in a general brochure entitled ‘Heritage for a new urbanity: think differently; live differently’ and through more extensive national brochures for each of the five countries (Council of Europe, European Commission and Ministère de la Culture et de la Communication 2011).

Its main aim is ‘to assist national, regional and local authorities in implementing strategic revitalisation in small and medium-sized historic towns and surrounding environments to contribute to social and economic sustainable development’, using the built heritage as an economic and social factor, going beyond simple conservation and restoration, to encourage and facilitate rehabilitation to create new opportunities for use by the local population. Additional aims are to increase awareness about heritage, initiate reflection and debate on priorities, enable a transversal process to take place (involving multiple public and private partners), create synergies for a set of actions between separate ongoing initiatives and encourage a wide debate with the inhabitants and elected representatives.
